В английском языке здесь не обязательно стоят запятые. Всё зависит от контекста. Но если разбирать конкретно это предложение, и в нем не стоят запятые, то контекст такой:
(у меня есть несколько офисов) Мой офис, именно тот, что на третьем этаже, очень маленький.
В русском и английском запятые не совпадают. В русском придаточное предложение всегда выделяется запятыми.
